Wetlands & Waters consulting

W3 specialize in consulting services for wetlands and other waters (streams, lakes, tidal water bodies, etc.) with Certified Experts – including Virginia Professional Wetland Delineator (PWD) and State Water Delineator (VSWD) certifications.

    • Identifying and mapping jurisdictional wetlands, streams, and waters to determine regulatory boundaries under state and federal guidelines.

    • Experienced in delineations across all physiographic regions of Virginia.

    • Expertise in difficult and problematic situations including mineral flats, red parent material, tidal waters, ditched systems, and wetland/upland mosaics.

    • Coordinating with state or federal agencies to confirm which wetlands, streams, or waters are regulated under state or federal laws.

    • Expedited State Surface Water Determinations (SSWD) through PWD and VSWD certifications.

    • Evaluating hydrologic, geomorphic, and biotic indicators to classify streams as perennial, intermittent, or ephemeral—critical for Resource Protection Area (RPA) delineations.

    • Proficiency in all regionally recognized protocols, including North Carolina, Fairfax County, and James City County methodologies.

    • Identifying and mapping regulated wetland and stream buffers and coordinating agency confirmation.

    • Certified to conduct RPA & Buffer Delineations across multiple Virginia localities.

    • Evaluating ecosystem services and functions such as water quality improvement, habitat value, and flood control to support permitting and mitigation planning.

    • Experience in multiple methodologies including Virginia USM, NC SAM/WAM, MidTRAM, HGM, and New England Highway Methodology.

Natural Resources & Ecological Consulting

    • Conducting plant surveys and ecological assessments to document vegetation communities, identify rare species, and support planning.

    • Providing tree inventories and site-specific plans using ISA Certified Arborist credentials, often required for local development approvals.

    • Assisting with permitting under Sections 401/404 of the Clean Water Act and Sections 10/408 of the Rivers & Harbors Act.

    • Expertise in Nationwide Permits (NWPs), SPGPs, and Individual Permits.

    • Joint Permit Application (JPA) Preparation

    • Coordination for Virginia Department of Environmental Quality (DEQ) and VMRC permits.

    • In-person representation for permit approvals, including before the VMRC Board.

    • Preparing federal environmental reviews by including Programmatic & Categorical Exclusions (PCEs/CEs), Environmental Assessments (EAs) & Environmental Impact Statements (EISs) to support federal approvals.

    • Experience working with multiple agencies, including USACE, USFWS, FEMA, Parks Service, HUD, FHWA, & VDOT Locally Administered Projects (LAP).

  • Supporting compliance with Chesapeake Bay Preservation Act (CBPA) requirements by conducting:

    • Minor & Major WQIAs for land use impacts.

    • Locality-specific Chesapeake Bay Act compliance assessments.

    • Assisting with local natural resources compliance wetland requirements including Wetland Board permitting.

    • Providing technical support for Conditional Use Permits (CUP), Special Use Permits (SUPs), Variances, and other zoning/environmental reviews.

  • Successful permitting requires strategic communication with regulators. W3 acts as a liaison between clients and agencies, advocating for efficient, practical solutions.

    • Organizing pre-application meetings to identify permitting requirements early.

    • Negotiating permit conditions to minimize project constraints.

    • Developing mitigation strategies for unavoidable environmental impacts.
